Contracts for youngsters

In Roeselare, next to Izegem, the police offers the schools some help with students who play the truant. It means students, younger than 18, stay away from school without permission. They hang out everywhere in the city and are annoying to the villagers of Roeselare.
After the christmas holidays, the policy will start with a sort of contracts for those youngsters.

Now, the school has two contacts if it concerns youngsters who are problematic truants; Rudy Cracco and its collaborator Rebacca Hostens.
When the school is not able to solve the problems with the truants they integrate the local policy to make an end to the behaviour of the truants. They make a sort of contract, agreement, with the youngsters. A contract is an exchange of promises for the breach of which the law will provide a remedy. The truant signs that contract, contenting some accords, which apply for him. If he keeps word, the contract expires after a certain period. Otherwise, the case will be prosecuted.

What do I think about this? I didn't know anything about the problems of this subject in Roeselare. I live in the city next to it, Izegem, and I didn't notice that kind of problems when I was in secundairy school. Maybe the mentality changed...
